Dear everyone,

Sorry for my long silence.
I came back in Kabul on 18 Nov. and lost contact with the outside world to a large extent. There have been too much to do here in Kabul in order for us to be fully functional. My Afghan colleagues and I have made all the efforts to recover the communication system first at the full speed. Now we have got the satellite-connected wireless LAN in the office, and the back-up direct connections with satellite, and a radio-e-mail system. It's a big relief. This feeling is somehow similar to breathing.

Please do NOT send any mail to my addresses, particularly HTML mails, images, attachments and any other big mails !!!

It is technically possible to download mails from commercial ISPs through the satellite, but since the assistance agencies here in Kabul are working in a very fragile and tight communication environment, we have to refrain from adding extra-burdens on the satellite network. Already hundreds of journalists have come in Kabul and keep on using the satellite phones ruthlessly, and thus our critically important communication system (, which is the almost sole life-line for us) is badly disturbed. Apparently the satellite phone network cannot cope with hundreds of phones at one small location.

Knowing there are over two hundred mails in my mailbox at the moment, I cannot download them, and therefore I cannot reply. I'm sorry for the inconvenience, but I want to try to reduce the traffic. If the situation improves, I will let you all know.

Kabul is quiet. The night is dark because most of shops and restaurants are closed, and no one is walking at night. Afghan people are not so naive as the international media describes. Every Afghan knows peace would not be falling down miraculously from heaven with bombs. Anybody who has a little brain can see still a long way to go until ordinary Afghans can feel secure. Afghans' prudent patience is a striking contrast to the international media's stupidity.

Kabul is surrounded by different forces, who do never compromise each other. Media people talk about "happiness of Afghans" cheerfully like fools as if they cannot see the fact that there is no way-out from Kabul. It's just stand-off, which can collapse anytime. I don't care, though. As long as we can stay here, we just try to do anything we can for dying people. I don't know what else we can think about.

It's not a few in Afghanistan that are irritated with the paralyzing UN bureaucracy. Perhaps for the people crawling for food, UN seems to be just playing with words, paper and meetings, and the fact remains that people are dying day by day. No wonder I hear some whispering that it is a crime. If I fail to reach out those people, I cannot or should not even try to justify myself being alive in an assistance agency. Then I'm quite sure that I would not be able to fool myself any more.

It is a historical moment now in the sense that, at such high frequency, all kinds of crimes like massacre, looting, etc., are happening in Afghanistan, and the international community is happy about "the progress report" or just close the eyes conveniently. What a laughable notion "civilization" is ! I see "hope" rather only in Afghans than in the international community, which is also laughable notion, by the way.

I'm fine, or much finer now than I was in Japan.
I will continue to live a funny life in Kabul. Let us hope to get something done for Afghans !

皆さん、ご無沙汰しています。11月18日にカブールに戻って以来、すっかり外の世界との接触がなくなってしまっていた。本来の仕事をする前に、やるべきことが膨大にあって、アフガン人の同僚と僕はとにかくまず通信システムを回復させることに全ての力を注いでいたけれど、やっとオフィスに通信衛星を使ったワ イヤレスのLANと衛星との”back-up direct Connections”と無線Eメール・システムが整った。とにかくほっとした。やっと息ができるようになったような感じ。

でもしばらくは、僕のメールアドレスにメール送らないでください。特にHTMLメールや画像などを添付した容量の大きいメールはくれぐれも送らないように！

衛星を通して民間のISPからメールをダウンロードすることも技術的には可能だけれど、カブールの回線は非常に不安定で、かつ飽和状態なため、衛星回線に余 計な負担をかけないようにしなきゃいけない。既に何百人ものジャーナリストがカブールに来ていて、衛星電話をがんがん使いまくっているから、僕らにとって 決定的に重要なコミュニケーションシステム（ほとんど唯一のライフラインといってもいい）がぐじゃぐじゃになっている。衛星電話回線がこんな小さな地域で 何百もの電話を処理できるはずがない。

200通以上のメールがサーバーに溜まっているみたいだけど、今はそれをダウンロードできないし、返事も出せない状況。申し訳ないけど、とにかく僕はこの混乱状況を少しでも緩和したい。改善したら、知らせます。

カブールはとても静かだ。ほとんど店もレストランも閉まっているため、夜になると真っ暗で、誰も外を歩いていない。アフガン人はメディアが言うほどアホ じゃない。爆弾と一緒に天国から奇跡みたいに平和が降ってくるなんて思っちゃいない。ちょっとでも脳ミソがある奴なら誰でも、一般市民が安心できる状態に なるまで、まだ長い時間がかかることを知っている。アフガン人の慎重な忍耐力と国際メディアの軽率さは極めて対象的だと思う。

カブールは今、お互いに永遠に理解しあえないさまざまな勢力に囲まれている。ジャーナリストは、彼らがカブールからもう逃げ場がないからいるだけという事実 にまるで気づかずに、アホみたいに“アフガン人の和平”について楽しそうに語っている。彼らはただ攻撃を避けているだけであって、それがいつまでもつかわ からない。まあメディアなんてどうでもいいけど。とにかく僕はここにいられる限り、死んでいく人たちのためにできることを何でもやる。そのこと以外他に何 が考えられる？

アフガニスタンでは国連の機能不全に苛立っている人が少なく ない。飢えている人にとって、国連は言葉と紙と会議で遊んでいるようにしか見えず、事実毎日毎日人々は死んでいく。これは一つの犯罪だと言う人がいてもお かしくない。窮地に追い込まれた人たちのもとへ確実に近づいてやることができなければ、僕は援助機関で生きていくことを自分に許せないし、許すべきじゃないと思っている。

今は歴史的な瞬間といえるかもしれない。こんなに頻繁に大 虐殺や略奪のような犯罪的行為がアフガニスタンに起きているのに、国際社会は”復興レポート“で一喜一憂し、都合のいい所にだけ目を向ける。文明？まった くばかばかしい。僕は国際社会よりもむしろアフガニスタンにこそ”希望“があると思う。もっともこの考えもばかばかしいと言われるかもしれないけれど。

とにかく僕は元気にやっています。日本に居る時よりもずっとまし。
カブールでヘンテコな人生を続けます。アフガン人に何かできるという希望をもって！
